Can I see in the NeoBT app if I have had money withdrawn from an insurance policy taken out through BT?

You can check your bank statement to see if the amount has been deducted from your account. 

You can request your bank statement directly from Neo BT or via the free BT Visual Help (call 0264 308 000 and access the link in the message you received) 😉
