Where does it say that I will be charged a withdrawal fee when I withdraw cash from another bank?

The following message appears on each ATM "Attention! Your transaction will be charged according to the terms of your contract with the card issuer".

So before you complete the transaction, you can choose not to pay the commission and stop the transaction. Your choice! 😉
