How do I switch from NeoBT/BT24 to BT Pay?

If you already have BT Pay, you don't need to do anything - you can continue to use the app as before (P.S.: make sure you have the latest version of the app so you have access to all the features).

If you don't have BT Pay yet, you need to download it for free from Google Play, App Store or Huawei AppGallery.
